What happens if the work already started and there was never a permit?
In unincorporated Douglas County a special investigation happens before any permit can issue. The county then collects an investigation fee of five hundred dollars or triple the permit fee, whichever is greater, on top of the permit fee, whether or not a permit is ever issued.
Paying it does not make the work legal. The county code says the fee is punitive, and that paying it does not vest the illegal work with any legitimacy or establish any right to a permit. Inside the town line it is the town's own figure instead, one hundred twenty five dollars a day under WMC 15.04.050.
Do I need a permit just to re-roof, or to swap out a window or a door?
In unincorporated Douglas County, yes. The county lists any new construction, remodeling or addition that modifies the roof, foundation, any bearing walls, doors or windows as work that needs a permit.
Interior finish work is the exception. The same county page excludes interior improvements that do not affect structural integrity, such as new flooring or wall coverings. Inside the town line this is not the county's call, and the town clerk routes the application to the town building inspector.
