Inside the city limits, yes. The City of Ephrata issues a Residential Re-Roof permit for houses in town.

Two inspections come with it. A tear off or pre inspection before the new covering goes on, then a final. Outside the city, in unincorporated Grant County, a residential strip and recover reroof needs no building permit unless there is structural work. Water soaked or deteriorated framing counts, and then the county wants a permit. That split is why two people a mile apart get told different things about the same job.
